《伦敦黑沼》腐败的伦敦警察帕克打算勒索神秘的有钱人科索，没想到一场简单的勒索演变成为伦敦城内大型犯罪案件。帕克该如何应对千变万化的局面……。故事发生在1997年香港回归前，广东省开发区南滨，围绕南滨市公安局局长高天（濮存昕饰），讲述了一段人民警察为正义而战的惊心动魄、错综复杂的英雄主义故事。警校高材生高天自毕业后就被分配到南滨市公安局工作，然而由于不公平的处分而黯然离开了警队。几年后，小有成绩的高天却接到撤销处分的通知，并力劝他重返南滨市公安局。高天毅然重返警队，正当他的工作卓有成效时，一场更大的危机与险境正向他一步步逼近。
