战后的日本格局混乱，黑道横行。盘踞关西大阪的淡野组通过各种非法勾当不断壮大，并开始蚕食周边。经过几次战争，淡野组一统关西，随之开始了进军关东的计划。为对抗入侵者，东京周边的黑社会团伙组成了关东联合会阻击淡野组。在此期间，淡野组•滨中组和关东联合会•樱田组发生接连发生一系列小规模的代理战争。
服刑八年的冢本铁男（鹤田浩二 饰）视滨中组组长如亲生父亲，组长遇刺，他决心刺杀樱田组长报仇。经过决议，其兄弟椿五郎（内出良平 饰）请求北龙会的宫原一义（若山富三郎 饰）出手相助，淡野组长（内田朝雄 饰）则寻求政客为靠山。双方战争不断扩大化，而无辜的牺牲者也继续增加……。A miracle independent film capturing the growth of a single baby over a period of 3 years.
